No windows resize when changing resolution

When I change resolution to for instance 640x480, all my program and explorer windows gets resized to that size too. How can I prevent this from happening, i.e have them left alone and be big - and out of reach if nessesary?

I use the TV out fetaures of my graphics card, you see...
