This one is free. I have been using a version of it for about 5 years. I have the newest version installed on XP with no issues.

I don't know of any free software that would work good enough. But maybe a good program is worth of paying for? Personally, I bought mp3Tag Pro (http://www.maniactools.com/soft/mp3tag-pro/index.shtml) and it did its job perfectly when I needed to get information (titles, artists, albums, genres, lyrics, album art...).

Honestly, I've been using Winamp for years, and their id3v1/2 editor is perfect, and it's free. I've never had a problem with it, and it's also a hell of a lot better media player than Windows Media Player or iTunes; personal preference, I guess.
