Outlook Express Irritation!!

Is there ANYWAY I can disable Outlook Express fromo either coming up or instlaling each and every time when I create a new user's profile, the Outlook Express Icons shows up each and every time I setup a new user's profile, how can I make it so this will not happen anymore? Thanks in advance!
