How can I prevent applications to ask for Internet connection?
For ex. ICQ and other apps which need to get infos from the net.
It's very annoying!

no, it's a windows xp feature, as the following example:
I am onlinw with an ISDN connection ---> ICQ is running ----> I close connection ----> ICQ is trying to reconnect and a window pop-ups, asking me what connection to use (I have more than one)

What firewall???
In ICQ and all other programs, choose modem dial up as connection method not the LAN. Then right click on that nice blue "e" (Internet explorer.
Choose properties, connection tab.
Select never dial a connection.
Magic! It does not.
