ISA Server - Cant connect to FTP, but port is open and serve

I am using ISA server and I have all the stuff (I think) that i need setup in the ISA Managment. ANd the port is open when I scan it from anywhere.

I'm using ServU FTP Server, and it is running and from what I can see should be working.

Why cant anyone connnect including me?

I just get a connection, then it fails. I dont understand I have gone though everything I can think of.
