Changing the "welcome" screen?

Does anyone know where the file that contains the "Welcome" loading screen? Would like to change that, thanks.

I figured it out, you can edit logonui.exe and the welcome screen, and the shut down screen is split up into parts, you can change the text from "Welcome!" to whatever you wish by editing string 1->7
(It says Welcome)

How do you edit the logonui.exe? With UltraEdit?

Oh man, hard to change the the welcome screen to the green color theme... still trying to figure out a way to convert that blue color to green or something.
