When i set "dial devices only as needed" for my ISDN connection Windows never dials the second line.

I have set "Dial another line when this connection meets both of the following conditions:"
"Activity at least 1%" and "Duration at least 3 seconds"

When downloading a file e.g. 5mb, the activity is way longer than 3 secs always at more than 50% but the second line isn't dialed. I had the same problem with Windows 2000.

BTW, i can establish a multilinked connection, but only by selecting "Dial all devices".
