Why should 'Services & Controller App' access the Web?

I run Win2K SP2, With Zonealarm 2.6.231 (Free version)

Every once in a while "Services and Controller App" wants to access the internet.
Sometimes i allow it, some times i don't, it doesn't seem to make a difference.
Mostly it just asks for internet access, and sometimes to act as a server.

What does it do, and what point is there in allowing it to act as a server and/or access the web?

Could be the Messanger/Alerter service or the Distrbuted Link Transaction Coordinator or Task Scheduler.
