Start Up items that I cant remove and Add/Remove dead links

Is there any program (similar to the MSCONFIG from Windows 98) that can alter all the programs that startup? I looked in Services for some programs that are starting up and they are not there. They are also not on the startup list in the start menu, nor have options to not startup with Windows. I want to rid these damn useless programs all they do is make booting slower and take up memory.

Also I have a bunch of programs (and I know it was stupid) that I DELETED off the drive instead of uninstalling them. How do I remove those links? I remember it being in TweakUI but it wasnt in there. Is there any programs for that?
