Can't make a new user profile

I make the user, it shows up in the control panel, . . ., but none of the DIRs needed are made!
What do i do?
BTW the Defult user DIR exists
is there anyway to manually make a profile like u could in win95?

The only way to make a new "user profile", which is different then just a new "user", is to go to control panel --> Administrative Tools --> Computer management --> Users and Computers. From there you can make a new "user." The only way to activate the profile for that user is to log in as that user. Once you do this, a profile will be made in the Documents and Settings folder.
