PS: there is also a registry key at HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon named "powerdownaftershutdown". You might try changing its value first

Check ACPI Bios compatibility with these Microsoft tools:

Disable APM through Power applet in Control Panel.
Microsoft instructions for Windows 2000 Pro: "APM BIOS and APM support in the operating system must be turned off for all desktop systems."

My custom computer is ACPI compliant, and it shuts off automatically.
The difference? Power supplies..
If you're running an AT power supply, it will most likely always wait for you to press a button, whereas ATX will shut off automatically.
However, my AT supplied Compaq still tends to shut off automatically...so who knows.
Just something worth looking into
