Pop Up Ads from NT Compatible

I was getting pop-ups from this site too. I went through nearly a dozen free pop-up blockers before I found one that I liked as well as worked. This one is great. http://www.endpopups.com/

    CLOSE WAIT via the command-prompt

There are tons of GUI based programs that I have found to close 'close_wait' on a particular port. I've been looking for a command-line utility (a simple one) that will do this. Is there a utility out there for this? Thanks in advance.
